Directorate of Planning, Research & Statistics

It is this directorate which ensures that the goals and objectives of the Health Policies are achieved. Thus, it develops plans, monitor and evaluate programmes/project and their implementation. It also conducts research in sectors where the Ministry has jurisdiction and serves as the data bank of the Ministry.

FUNCTIONS

      • General planning, preparation of budgets and policy formulation on health for the state

      • It is the Ministry’s data base

      • Monitoring and supervision of health projects / programs / activities

      • It is the Secretariat for the State Council on Health.

        • Conduct of research into the sectors over which the Ministry has jurisdiction, in collaboration with other departments and agencies, institutions, and parastatals.

        • Routine collection and processing of Data and Statistics relating to the Ministry and the Health Sector.

        • Liaison with relevant bodies outside the Ministry.

        • Coordinating, tracking and assessing SDG projects and programmes.

        • Planning and coordination of Human Resources for Health in the sector

        • Resource Mobilization.

        • Implementation of GIZ Project.

        • Coordination of Health Management Information System in the State.

        • Serves as Secretariat of the Health Research Ethics Committee in the State.

        Ongoing Projects/Activities

        1. Saving One Million Lives Initiative Program-for-Results (PforR) Project From 2015-2017

        Summary:

        The project’s goal is to save one million women and children from death by 2015. The initiative focused on evidence-based and cost-effective interventions aimed at addressing the leading causes of morbidity and mortality. Some of the programs specific objectives included: Improving Maternal, Newborn and Child Health through delivering interventions at primary health care clinics and the prevention of Mother to Child Transmission of HIV. The program was supported by federal government budgetary provisions like the Millennium Development Goal Debt Relief Grants and SURE-P, in addition to funding from other international donor agencies.

        2. GIZ project-Strengthening Management and Delivery of  Integrated People-Centred Health Services (IPCHS) in Gombe State, Nigeria from 10th March 2022 to 30th May 2023

        Summary:

        The project aims to address some of the gaps identified in the appraisal and create an enabling policy, strategy and service delivery environment for:   

            •  The State Ministry of Health,
              •  Primary Healthcare Development Agency; and

                  •  The State Contributory Healthcare Management Agency (GoHealth) 

            to ensure service integration is incorporated across the Gombe health sector planning and implementation.

            Objectives of the Grant

            The primary objective of the Project is to Strengthen Management and delivery of Integrated people centered health services in Gombe State, specifically to:

                • To strengthen governance, coordination and operationalization of Health Services Integration.

                • To strengthen the capacity of health workers at the state, local government and community levels on management and delivery of health services in an integrated manner.

                • To improve the integration of health equity goals into all health sector objectives and promote access to poor and vulnerable members of the society, in line with the principles of universal health coverage (UCH).

                • To strengthen the State’s capacity in management and alignment of domestic and donor health resources and financing.

              To institutionalize sustained funding for integrated PHC activities through continued access to all the gateways of Basic Health Care Provision Funds (BHCPF) and the Gombe State Health Equity Fund (GHEF).

              3. UNFPA project: Quality of Care Initiative on Reproductive, Maternal, Neonatal, and Child Health interventions from 2019 to date (ongoing)

              Summary:

              UNFPA is assisting the state to scale up RMNCH+N intervention and towards achieving universal access to Maternal and Child health services in the state. In addition to working with Government partners, UNFPA Nigeria works with the non-governmental organizations such as faith-based organizations, women and youth organizations, other UN agencies, and major donors to meet the needs of the State’s most vulnerable groups, including women, adolescents, and youths, as well as internally displaced people (IDPs). This helps to eliminate preventable maternal mortality, unmet family planning needs, and gender-based violence and harmful practices in the state. Coordination of UNFPA-assisted support for Gombe State is handled by the state’s economic planning ministry’s directorate of technical support, headed by the Special Adviser, Budget, Planning, and Donor Agencies Coordination.
